When creating a project, you indicate whether your conversion tracking is set up, planned or not present. This status set by you is leading. The live status from Google serves only as a safety net: it can automatically turn the flag OFF if there is demonstrably no tracking, but it never turns a manual "off" back on by itself.
WhyWhat it influences
If you do not (yet) measure conversions, AdBuilder deliberately stays conservative. The conversion-based recommendations then do not run: no budget or bid advice based on conversions, and no proposals around expensive or non-converting keywords. Your keywords also stay more cautious, with more emphasis on Exact, so your budget does not leak to broad, untargeted search queries.
Turn on tracking as soon as you have it. Then the conversion-driven recommendations become available and AdBuilder can propose conversion-focused bidding.
